In April 2023, the Committee for Private Education (CPE) introduced Guidance Document 4 (GD 4.0), bringing about significant changes aimed at improving the quality and standards of Private Education Institutions (PEIs) in Singapore. As we reach the one-year milestone since its implementation, it is pertinent to evaluate its impact on the private education sector landscape.
Impact on Private Education Institutions
Over the past year, PEIs have had to adapt to the stringent requirements set forth by Guidance Document 4. This transition has not been without its challenges, but it has also ushered in significant benefits. The following is the EduTrust award update from August 2023 to May 2024:
1. EduTrust Provisional (1 Year)
19 PEIs were awarded the EduTrust Provisional certification. Of these, 14 institutions successfully maintained their status from previous audits, underscoring their compliance with the new, more stringent criteria. 4 institutions newly attained EduTrust Provisional certification, reflecting their commitment to meeting the enhanced standards set by GD 4.0 and also Industry demand for on-boarding of new EduTrusted PEIs. Conversely, 1 institution faced a downgrade from a 4-year EduTrust certification to a 1-Year EduTrust status, highlighting the increased rigor and expectations of the new guidelines.
2. EduTrust (4 Years)
16 PEIs were awarded with the 4-year EduTrust certification, with 15 PEIs maintaining their status from previous audits. This consistency highlights their ongoing adherence to high standards. Additionally, 1 institution was upgraded from a 1-year EduTrust Provisional certification to a 4-year status, demonstrating significant improvement under the new framework. Among these 16 schools, 3 PEIs that maintained their certification and the 1 PEI that achieved an upgrade are EduValue clients, highlighting the impact of expert guidance.
Role of Eduvalue in the Transition.
The transition to GD 4.0 has not been without challenges for many PEIs. The EduValue Team has learned much from the numerous GD4.0 Assessment even though it has just been a year. EduValue has committed resources to enable PEIs in facilitating this transition, providing essential expertise in understanding and implementing the complex requirements of the updated EduTrust certification process.
For example, the stricter assessment processes now require PEIs to achieve a minimum score of Band 3 (out of 5) in three critical areas: Sub-criterion 4.2: Student Contract, Fee Collection and Fee Protection Scheme and Sub-criterion 4.6: Student Conduct and Attendance and Criterion 5: Academic Systems and Processes. EduValue helps PEIs prepare for these assessments through meticulous planning and execution of necessary improvements. Moreover, the standardization of performance outcomes necessitates a uniform approach to measuring and reporting institutional success. What’s Next after GD 4.0?
Looking ahead, GD 4.0 is poised to have long-term effects on the private education landscape in Singapore. The enhanced standards and rigorous assessments are expected to elevate the overall quality of education, fostering a more competitive and reputable private education sector.

2. Potential Revisions: As the private education sector grows and diversifies, there may be future revisions to GD 4.0. These could include updates to performance metrics, more stringent quality assurance measures, and new criteria to address emerging educational trends and technologies.
